PayPal Working With Fraudulent Foreigners

PayPal put a chargeback on my account for a payment I received from a fraudulent foreign buyer who was not obtaining services through either PayPal or EBay. I merely gave him the option to pay a desposit through my PayPal account for his convenience.
This buyer put a chargeback on my account just before Christmas, and PayPal waited until January to unfreeze my account. I was then told by PayPal that my account had been accessed by a third party and was once again frozen. I have all documentation wherein PayPal threatened that if I did not "log in" and respond that they would let this issue pass. I could not log in, and any effort to contact paypal has resulted in automatic e-mail returns and "sorry" messages because I can not log into my account as they have asked me to do.
I am a professional writer and researcher and I am afraid that I may have found a conspiracy between the entities online auctioners and buyers, as well as web searchers, have come to trust.
